A report on China's urban traffic condition was recently released, which indicates that Changchun's traffic condition in 2016 has become worse compared to that in 2015. CPPCC members offered their suggestions and proposals during the two sessions to alleviate congestion.

"The congestion in the city shows in tide-type and concentric features. It only happens during specific time periods and at key transportation junctions," a staffer from the Construction Commission of Changchun said.

Feng Di, a CPPCC member, suggested that although expressways have been constructed in Changchun in recent years, the entrances and exits of the highway are still too narrow, which leads to congestion when many cars confluence at the same time.

"That's why we can always see cars waiting in long lines outside the expressway," Feng said.

Wang Litong, another CPPCC member, stressed that freight transport can cause problems in the city center.

"There are still many vans running along the main roads where many kindergartens, primary schools, and large residential areas are located. Constraining vans to main roads can not only maintain safety of residents, particularly children and students, but also relieve traffic pressure in the city," Wang said.

Feng also suggested a compact link between bus and metro stations and the construction of parking garages near metro stations could make it more convenient and fast for citizens to transfer in their travel.

Zhao Yang, also a CPPCC member, proposed that parking lots could greatly ease parking pressure for residents.

Changchun is now building three new subway lines — 5, 6 and 7 — which are scheduled to be completed by 2025. Bridges linking ring roads are also under construction.

Additionally, the "Internet plus modern transportation" approach will be adopted in the construction of an intelligent traffic system, which will realize real-time forecasts of traffic jams.
